State Collaboration Program COQHCYT-Redalyc: Empowering Diamond Open Access and Scientific Publishing in Quintana Roo.

Cooperation agreement between the Scientific Information System Redalyc and the Quintana Roo Council of Humanities, Sciences and Technologies (COQHCYT).

It is a pleasure to announce that Redalyc has consolidated a new alliance at the state level with the signing of a cooperation agreement in Quintana Roo. This agreement aims to establish the bases of collaboration between the Scientific Information System Redalyc  and the Quintana Roo Council of Humanities, Sciences and Technologies (COQHCYT) in order to unite experience, efforts and resources for the formation, development and operation of the “ COQHCYT-Redalyc State Collaboration Program”.

The COQHCYT is a decentralized body of the state public administration that aims to formulate and conduct state policy in the field of humanities, sciences, technologies and innovation. Among its main functions is to promote and guarantee open access to information derived from humanistic and scientific research, technological development and innovation supported with State resources. 

This joint effort between Redalyc and COQHCYT is in full compliance with Mexico’s legal and regulatory framework regarding Open Access, reinforcing the state’s commitment to open science and free knowledge. Mexican legislation, through Article 3 of the Constitution (2019 reform), guarantees open access to the benefits of scientific, technological and humanistic research, promoting participation and cultural dissemination. Likewise, the General Law on Humanities, Sciences, Technologies and Innovation (2023) establishes in its Article 56 that all information derived from research funded by the State must be open access, ensuring the right to science and the public interest.
This agreement will be valid for four years, during which initiatives to benefit research and access to scientific knowledge will be strengthened.

Main strategic actions:

  1. Support for COQHCYT scientific journals: Strengthen the quality, production and visibility of scientific publications through the use of tools and resources provided by Redalyc.
  2. Training program for editors of Diamond open access (OA) journals: Train editors in open access practices and editorial management.
  3. Training in Open Science for the Common Good: Offer training programs in open science practices for the academic community of Quintana Roo.
  4. Advice for the creation of the State Repository of Scientific Journals: Support COQHCYT in the construction of a repository that brings together the state’s scientific journals.
  5. Preparation of a report on scientific production in Quintana Roo: Carry out an exhaustive analysis of the publications of Quintana Roo authors in journals indexed in Redalyc.

Redalyc and COQHCYT reaffirm their commitment to the democratization of knowledge and support for basic and frontier science in all areas and fields of scientific knowledge, as well as to the promotion and guarantee of open access to information.
